Foundation Learning Tier
Post-16 Foundation Learning Tier (FLT) Support Programme
To improve the experience of learners at Entry and Level 1, the Qualifications and Curriculum Authority (QCA) and the Learning and Skills Council (LSC) have been remitted by the government to develop a more focused and strategic approach to Entry Level and Level 1 provision. Entry and Level 1 of the Qualifications and Credit Framework (QCF) is described as the Foundation Learning Tier.
The primary objective of the FLT programme of work is to raise participation and achievement and ensure that appropriate progression opportunities are available, which will propel learners towards Level 2 or other positive outcomes.
LSN and QIA's role
QIA has been working with a range of post 16 providers, identified through the LSC, to model and develop their existing provision at Entry and Level 1 in preparation for the wider scale introduction of Progression Pathways in 2009 and 2010.
A major output of the first phase of the development and support programme was the publication of an online resource. The second phase will see further development of that resource.
To help all post 16 providers, including those not involved in the first stages of the phased implementation, build capacity to deliver Progression Pathways from autumn 2009, we have developed the Foundation Learning Tier website.

Pre-16 Foundation Learning Tier Support Programme
QIA Foundation Learning Tier Support Programme for the two year test and trial 14-16 Progression Pathway
LSN’s support programme, on behalf of the QIA and in partnership with SSAT, will assist local authority/14-19 partnerships to explore the impact the delivery of the FLT 14-16 Progression Pathways has on teaching and learning.
It will support nominated centres to deliver this Progression Pathway through a high quality support and training package in this test and trial phase.
For those sites involved in the programme, LSN will support their planning and management, curriculum design and approaches to teaching and learning. LSN will also provide support for those sites to understand and use the Qualifications and Credit Framework and planning and designing a Progression Pathway.
